Aubrey Parsley is the Managing Director of Public-Private Partnerships for Cape Fear Development. With extensive experience overseeing public-private partnerships, municipal real estate functions, and capital projects within the public sector, he is integral to leading the firm’s efforts on regional public-private development initiatives.

Prior to joining Cape Fear Development, Aubrey most recently served as the Director of Economic Development for the City of Wilmington. During his six-year tenure with the City of Wilmington, Aubrey played a leading role in negotiating the city’s acquisition of Skyline Center, facilitated numerous affordable housing projects, and successfully led the redevelopment of 1110 Castle Street, a city-owned site which lay dormant for two decades prior to his leadership. Aubrey also managed the disposition of more than $11 million in city-owned property, and facilitated more than 20 leases which generated $16 million in committed revenue to the city and resulted in three corporate recruitments bringing quality jobs and investments into Wilmington’s economy.

Preceding his time with the City of Wilmington, Aubrey served as an engineer with Norfolk Naval Shipyard and in various business roles with Norfolk Southern Corporation, where he gained valuable experience with complex, capital intensive infrastructure projects and large-scale operational systems.

A native of Miami, Florida, Aubrey holds a Bachelor’s degree in Civil Engineering from the University of Florida and a Master’s Degree in Systems Engineering from the University of Virginia. He is a registered Professional Engineer in North Carolina and Virginia. He resides in Wilmington with his wife, Dory, and two children.
